On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network to connect healthcare providers statewide, develops policies and standards that support the utilization of health technologies, and assists healthcare providers in adopting and effectively using electronic health records.

Position Summary:

This dynamic team is seeking a Data Scientist for the Analytics team within NYeC to use directly contribute to moving the needle on New York’s pressing healthcare needs you will leverage HIE and savvy data analytics to serve public health needs, address health inequities, and mature NYeC’s analytics capacity. You will lead and support our data science and statistical applications across multiple business needs such as health information exchange value analyses, performance reporting, financial modeling, technology monitoring and optimization.

This position reports to the Director, Analytics. This role has a hybrid work schedule at this time the schedule is 1 day per week required to be operated out of the Albany or Manhattan office location and the remainder days of the week eligible to work remotely. This schedule is subject to change.

Primary Responsibilities:

  • Design and develop complex and innovative analyses related to health information exchange services, including performance-based contracting, healthcare value for use by internal teams and external stakeholders.
  • Design, implement, maintain and enhance data workflows, quality assurance protocols, analytical processes, and reporting products (i.e. dashboards and visualizations) to support business needs.
    Lead methodological development, data scrubbing, validation, and computation with data science tools such as machine learning, multiple regression, multiple imputation, natural language processing, geospatial, and temporal modeling.
  • Develop database and statistical programming in multiple languages and software (i.e. Python, R, Salesforce, SAS, SQL, Tableau) of large and complex datasets (e.g. master patient indexes, SPARCS, healthcare claims).
  • Maintain and augment database structures, including database interface with Salesforce and to enable linking across multiple datasets such as SPARCS to SHIN-NY participant index, as well as querying application programming interfaces and web scraping for integration of external datasets and directories.
  • Assist in the development and preparation of reports to monitor and evaluate performance measures and trends.
  • Assist in the design and development of innovative analyses to support prioritized business needs such as statewide evaluation of health information exchange value, p claims and clinical data integration, social determinants of health, medication data, and partnerships with academic institutions.
  • Create and maintain high-quality documentation that describes in detail the specifications, design, and implementation of each analytics solution, particularly those created to support efficient data acquisition, aggregation, and analysis.
  • Evaluate the statistical methods and procedures used to obtain data to ensure validity, applicability, efficiency, and accuracy.
  • Other duties as assigned.

Experience and Skills:

  • Bachelors degree in STEM or related field required.
  • Experience working with cloud platforms (AWS or Azure preferred)
  • At least 5 years of related work experience in data analytics or health informatics within the healthcare industry or medical environment required; knowledge of and experience with health information exchange data strongly preferred.
  • 3-5 years of experience with reporting mechanisms, data mining & scrubbing techniques, statistical methodologies, relational databases, programming languages (e.g. R, SAS, SQL, Python, Salient), and quality assurance processes. The duties of this position involve significant programming; prior experience is required.
  • Experience presenting results to technical and non-technical audiences required, including experience with data visualization tools (e.g., Tableau, ggplot).
  • Experience or familiarity with Clinical Quality reporting, Medicare and Medicaid claims data, ICD, CDA, web- scraping, Electronic Health Record/Electronic Medical Record (EHR/EMR) Systems, Health Information Exchange (HIE)/Health Data Exchange standards, clinical data sets, health policy issues including public health, health care delivery systems, and other healthcare related data and data structures is required.
  • Demonstrated understanding of business intelligence, data analytics, data warehousing, informatics and terminology and concepts used in the healthcare required.
  • Experience applying data mining, data modeling, natural language processing, and machine learning to extract and analyze information from large structured and unstructured datasets required.
  • Ongoing demonstration of continuing education in the form of completed classes, coursework, or other mechanisms of study in the areas of data structures, accelerated computer science, and/or machine learning required.

We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role is $80,000 to $115,000. The salary offer will not be based on a candidate’s salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
