Natividad is currently seeking to fill a permanent, full-time Information Technology Manager in our Information Technology Department. Under general direction, the incumbent plans and directs the activities of operational programs within a division of the Information Technology Department, which has critical impact on County services and functions.

Significant Duties of the Position:

• Manages and develops ongoing improvements to the day-to-day and asset management operation of an Information Technology program; ensures business operations comply with standards and procedures; and develops and implements program goals, objectives, priorities and procedures.
• Manages delivery of services over technical assets including service quality, reliability and availability including the periodic replacement and refreshment of technical equipment and devices.
• Interviews, selects, motivates and evaluates staff; provides technical and professional skills training; and manages performance.
• Analyzes, recommends and writes procedures, standards and policies consistent with Information Technology departmental plans and County policies, practices, goals, regulations and established information technology architecture. Evaluates information system support best practices and ensures policies, standards and procedures are followed by staff.
• Develops, coordinates and monitors the budget of the assigned enterprise operational program
• Manages multiple projects; plans, staffs, prioritizes and manages all phases of implementation for assigned projects; directs the design, development and implementation of new projects: establishes timelines to implement new or enhanced equipment, systems, programs or projects; monitors and reviews work in progress, providing technical assistance and guidance; manages and monitors progress of contractors and vendors; develops, manages, monitors and coordinates the appropriate request for proposal processes; and facilitates contract payments.
• Manages the provision of technical support to users; determines and improves customer satisfaction levels: plans, coordinates and advises on both external and internal consulting and support activities for division customers; and serves as a technical resource.
• Coordinates with other Information Technology programs, divisions and County Departments for the delivery of excellent customer service.
• Acts as the Information Technology representative to relevant external agencies and other public and private information technology groups.
• Prepares and presents written and oral reports, proposals and presentations.

Minimum Qualifications:

Education: Completion of all coursework leading to a Bachelor’s degree in Business Administration, Public Administration, Computer Science, Information Systems, Telecommunications, Electronics, Software Engineering, Communications Engineering, Electrical Engineering, Radio Technology, Data Processing Operations or a closely related field.

Experience: Five years of progressively responsible experience within the assigned program area, including one year of experience either supervising staff or leading large, complex information technology projects within the designated area and three years at the advanced journey level.

Thorough knowledge of:
• Principles and practices of project management including needs assessment, project prioritization, cost-benefit analysis, system implementation, user acceptance testing, resource allocation, logistics, coordination and contract monitoring.
• Principles, practices and methods of the complex functions specific to the program assignment.
• Rules, regulations, state and federal information standards and guidelines, laws, ordinances and policies pertaining to the specific program assignment
• Industry trends, concepts and best practices for development, maintenance and improvement within assigned area
• Principles and practices of fiscal and asset management, including project estimating, cost accounting and budget planning.
