ROLE SUMMARY

Establishes IT direction and goals for Yakima Valley Memorial (YVM). Ensures the quality of infrastructure services delivered system wide is maintained at acceptable levels, including managing incident response and escalations, as well as planning for future growth and disaster recovery. Directs department efforts to plan projects and provide cost effective, computer-based systems and services that support the system mission, vision, and strategic plan.

ESSENTIAL RESPONSIBILITIES

  1. Develops, implements and maintains processes and procedures to ensure the delivery of reliable, highly-available, and secure network communications, storage, and computing resources.
  2. Ensures appropriate security controls are in place to safeguard those systems, including but not limited to digital files and vital electronic infrastructure, and responds to computer security breaches and viruses.
  3. Communicates and consults regularly with other Information Services (IS) staff, to ensure operational requirements are being met.
  4. Leads IS operations to establish and maintain efficient distribution of responsibilities, ensure that projects are adequately staffed and are meeting established deadlines, incident reports are responded to and resolved in a timely manner, and new project and resource requests are handled efficiently and effectively.
  5. Oversees procedure documentation and change management processes for IT Infrastructure systems.
  6. Ensures all IS security standards are reviewed regularly and deficiencies are remediated. Ensures security training is current for YVM staff.
  7. In partnership with CFO, establishes priorities of IS objectives and tasks for the YVM system. Evaluates requests for system enhancements and provides timetable for completion. Monitors all projects and provides periodic status reports.
  8. Works with the IS leaders to investigate, research, and resolve escalated customer issues.
  9. Oversees development of IS policies, procedures and service level agreements.
  10. Ensures all IS equipment and applications promotes efficiency and patient safety, ensuring that all regulatory requirements are satisfied.
  11. Prepares the department capital and operating budgets.
  12. Manages efforts for the implementation of information systems and communications systems.
  13. Ensures the reliable operation of production based computing systems which support clinical and/or business operations.
  14. Assists IS leadership in developing and maintaining long range strategic and tactical information services plans in support of the corporate mission, vision, and business strategies.
  15. Provides leadership and guidance to support IS Managers in all activities required to carry out the IS strategic and long range plans in an efficient and effective manner.
  16. Develops strong professional relationships with physicians, administrators, peer managers, supervisors, staff, and vendors to ensure key stakeholders, business partners and customers are aligned.
  17. Works in conjunction with Human Resources in interviewing, training, on boarding, transfers, promotions and employee relations concerns.

QUALIFICATIONS AND REQUIREMENTS

Education: Bachelor’s degree in Information Systems or related field required. Extensive related experience may be substituted in lieu of some education.

Experience:  Minimum of five years’ experience managing information systems staff and/or leading project teams required. Minimum of ten years experience in Information Systems preferred. Strong project management and analytical capabilities required. Excellent communication, interpersonal, and organizational skills required. Healthcare industry experience is preferred.
