HL7 Security WG -- I am co-chair of this workgroup. This workgroup maintains security-tagging within the FHIR Resource header. So that each resource can be tagged with security (privacy) relevant tags that can be used in the Access Control decision, and can carry Obligations to a recipient. It is very FHIR centric.

I just finished a very long week in Cologne at the HL7 workgroup meeting and FHIR Connectathon. Thus overall the GDPR is a good thing to me, as it validates and will leverage the work I have spent 20 years developing in HL7, IHE, and DICOM. So I created a FHIR Connectathon track.

These tags are used in an "Attribute Based Access Control" scheme. That is to say that an Access Control engine will use these meta tags to inform the decision that it makes; and can place tags into meta to inform any downstream Access Control engine (decision or enforcement).

HL7 FHIR – they are focused on the FHIR, where the atom being controlled are the FHIR Resources, the metadata that can be leveraged to do that control is the Resource header and related resources such as Provenance, the metadata describing the requester is less defined but is likely an OAuth token.

I am however happy to use IHE-ATNA as the marketing tag. So we decided that ASTM was not the right organization to do this Data Modeling, and neither was HL7 or DICOM the right organization. Query Service HL7 PASS has produced a Service definition -- for what a Query might look like. Again, not within Security/Privacy community.

I know that my efforts within the VA on their Patient Portal -- My HealtheVet -- shows that they are really close. I do expect there is still some standards needed. Authentication? Provenance? Obligations? App-Validation?

It can eliminate that data, it can translate the characters, it can encapsulate them, it can tag the bad data, etc. Penetrating HL7 and HL7 members is a great way to indirectly penetrate the rest of healthcare. The Input Validation sub-system often can't reject a transaction, but it can neutralize data that is not good.
