The Business Analyst working in the Department of Clinical Informatics will leverage their expertise, communication and customer management, data analysis and project management skills to develop clinical informatics services across the Statewide Health Information Network of New York (SHIN-NY) and at NYeC that align with the “Triple Aim”: improve the patient experience of care (including quality and satisfaction); improve the health of populations; and reduce the per capita cost of health care. The Clinical Informatics Department works to ensure regional subcontractors called Qualified Entities (QEs), are engaged, and are performing quantitative analysis of the quality of data flowing through their regional health information exchange (HIE) to support strategic development and services.

The Business Analyst will possess a strong analytical thinking and problem-solving skills. The candidate’s attention to detail and commitment to quality assurance is essential to the role. This position will support the development of a governance and monitoring structure for the SHIN-NY’S data quality division. This position is a sole contributor role but must be customer driven to lead interactions with internal and external in developing NYeC’s growing data quality and clinical informatics strategy.

This position reports to the Director, Clinical Informatics and will be operated out of the Albany, NY office location.

Primary Responsibilities:

  • Support clinical informatics strategy for the SHIN-NY governance for statewide HIT-enabled data quality;
  • Practices appropriate data management behaviors when handling patient health information;
  • Uses data management knowledge to ensure the quality and accuracy of that data, then processes, and presents it in ways to help people, businesses, and the organization make better decisions;
  • Uses appropriate reporting mechanism for change control and communicates impact, trends and risk internally and externally when needed;
  • Assists with data quality improvement plan analysis: baseline, quality assurance and evaluation.
  • Liaise with external consultants and vendors as needed for outsourced aspects of data and clinical informatics strategy;
  • Assist with project management activities with QEs, health plans and physician practices, quality and health data organizations to facilitate project completion;
  • Special Projects and Ad Hoc Assignments: Leverage understanding of NYeC organization and processes to plan and implement specialized assignments and/or new programs and projects, actively seek out opportunities to improve business processes and procedures;
  • Effectively organize and coordinate virtual and face-to-face meetings agenda development, follow up responses and after-action reviews and so that they are clearly understood by participants and professional integrity is maintained, assist in logistics for events and any other assigned committees or multi-disciplinary groups;
  • Perform other duties as needed.

Experience and Skills:

  • Bachelor’s degree in Mathematics, Actuary Science, Statistics, Healthcare Management, Allied Health, Public Health, Information Systems, or related field required;
  • 3 – 5 years of related work experience in data analysis, health technology, public health, health information exchange and/or operational experience within the healthcare industry or medical environment preferred;
  • Experience and familiarity with the Health Insurance Portability and Accountability Act (HIPAA) and Protected Health Information (PHI) required;
  • Experience and knowledge of Health Information Exchange (HIE) and or electronic health records (EHR) preferred;
  • Experience or familiarity with healthcare interoperability standards and data quality strongly preferred;
  • Previous work experience with a health plan, hospital or health system, physician practice, or Federally Qualified Health Center (FQHC) a plus;
  • Previous project management and data management related work, knowledge of networks and databases strongly preferred;
  • The proven ability to manage multiple complex projects and tight deadlines at one time;
  • Ability to successfully prioritize and provide accurate follow up on all issues and correspondence;
  • Attention to detail and organization management skills required;
  • Capable of interacting with multiple stakeholders (i.e. policymakers, business executives, healthcare providers);
  • Excellent organizational, written and oral communication skills;
  • Outstanding skills with MS Excel, and other standard office applications;
  • Ability to work with colleagues and managers in a remote or dual office setting.
